We're tracing all the way back to the survey cycles of 1995 and moving forward from there.

From 2007-2012, there were "implications for measurement and reporting." We had a new program. There were changes in units of analysis, economy, response rates and levels of services.

The leg report is available on the front page of the website. You can crack it open and I'll try to guide you to the appropriate spot in the report that Brian's referencing.

OK -- we're looking the the "CTR Program Performance" section on the back page of the report, which actually displays on the left side of the first page when you open it. I realize that's confusing. Keep in mind that the report is presented in folio form.
