Safety briefing. Board Chair remarks and department updates.

WSDOT is going to have our third edition of innovation and partnerships conference in December. We are going to have tables for people to present innovations -- WSDOT regions, maybe partners. This year the conference will likely feature app voting with winners who might have lunch with Secretary Millar. The stuff we do ought to be included. We'll publish a save the date notice soon for you.

Reorganization of WSDOT. Most interesting - creating a new office called M2D2: multimodal development and delivery. Within that office is our work on Practical Solutions and changing processes at WSDOT. We will have clear accountability for Practical Solutions and the change in our approach to transportation. This will give the Board a specific person to work with who can help integrate multimodal and TDM activities into WSDOT's work.

Board chair comments continued: one of the objectives of Practical Solutions is to manage the demand for the system and operate the system more effectively and efficiently before we expand the system. We don't know how to manage demand within WSDOT except with CTR, tolling and a few other things - largely within the Public Transportation Division. We haven't yet given the tools to others. Our work begin to give us tools to figure out what that really looks like. We want to give that to our regions and enlist a more widespread group to deliver demand management work. If there are a lot of employers in the corridor who aren't CTR affected, but a lot of trips are commute trips. What tool will we give WSDOT's region and our partners to make that happen?

Conversation about perhaps rescheduling CTR Board meetings to start a bit earlier for people who commute from far away. Proposal: 9-noon.

State agency CTR update. Keith filling in for Amber, who is out today. Interagency CTR Board: board of state agencies that is reconvening. TRPC, Intercity Transit, state agencies. Adding members, including organized labor. Updating plan for state agencies in Thurston County. Updating guidelines for state agencies with emphasis on modern work environment and parking. Parking has been a hot topic. Updating Web pages. Report due December 1. They want to highlight exceptional programs and state agency bus program, emergency ride home program. VMT. Drive alone rate.

ORCA for state workers in King County. Included in proposed labor agreement. Considered as part of state budget that's still not yet approved. Focus on bus passes (not vanpool). Startup time needed. Many details associated with startup still outstanding.

Board chair: draft executive order from the Governor on reducing GHGs from state agencies, includes vehicle emissions reduction. Electric vehicles for business travel and CTR and use of personal vehicles. Three key points under CTR: enterprise policy to be developed to reduce commutes, adopted and agency accountability for implementation and results.
